The revised peace draft has received cautious approval from Ukrainian officials, shifting the onus onto Russia to determine whether negotiations can progress. However, with Putin signaling both a readiness to engage and a firm stance on battlefield gains, it remains uncertain whether the Kremlin will view the proposal as a viable path forward or a strategic constraint.

Mixed Messages From Moscow: Readiness to Talk, Reluctance to Compromise

Putin has publicly acknowledged that the amended U.S. plan could serve as a foundation for future agreements, stating during a visit to Kyrgyzstan that the U.S. appears to be "taking Russia’s position into account." However, he has also reaffirmed that military objectives in Ukraine will not be abandoned, emphasizing that any ceasefire would require Ukrainian forces to withdraw from key contested regions.
Putin’s praise for recent Russian military advances, especially in the eastern Donbas region, underscores the strategic leverage Moscow believes it holds. His remarks suggest that Russia may only agree to a settlement that legitimizes its control over occupied territories, an outcome Kyiv is unlikely to accept.
The Kremlin’s messaging thus reveals a dual-track strategy: maintaining a diplomatic façade while consolidating territorial control. Analysts at the Institute for the Study of War (ISW) note that Russian military bloggers and commentators remain skeptical of any settlement that limits Moscow’s long-term geopolitical ambitions, particularly if it halts military momentum.

U.S. Role Complicated by Political Divisions and Mixed Signals

The diplomatic overture to Moscow follows intensive U.S.-Ukraine talks in Florida, where Secretary of State Marco Rubio led a high-level session alongside Witkoff and Jared Kushner. Ukrainian National Security and Defense Council Secretary Ustem Rumerov represented Kyiv in the meeting. While Rubio described the discussions as “very productive,” he also acknowledged that a “delicate” process lies ahead and that Russia’s position must be factored into any future agreement.
The U.S. stance has fluctuated in recent months, with President Donald Trump vacillating between supporting Ukraine’s full territorial restoration and hinting at support for Russian demands. This inconsistency has contributed to confusion over Washington’s bottom line and raised concerns among allies about the strategic direction of American diplomacy.
Despite the complexity, Rubio’s remarks suggest a desire to maintain momentum and extract concessions from Moscow without triggering outright rejection from Kyiv or U.S. domestic critics.

Kremlin’s Leverage and the Battlefield Context

From Russia’s vantage point, the current military balance favors further pressure rather than swift compromise. Putin likely perceives his negotiating leverage to be at its peak, especially as winter conditions and battlefield fatigue weigh on Ukrainian forces. If Russian advances continue, the Kremlin may calculate that waiting out negotiations could yield greater gains on the ground than any deal currently on the table.
However, this strategy carries risks. Continued warfare strains Russia’s economy, prolongs sanctions, and increases its international isolation. Moreover, should the U.S. and EU shore up Ukrainian defenses further in response to stalled diplomacy, Moscow’s window for a favorable settlement could begin to close.

A Fragile Window for Diplomacy Opens in Moscow

The shift in Ukraine peace talks to Moscow signals a critical test of Russia’s willingness to engage in meaningful diplomacy. While the revised 19-point plan has brought tentative alignment between Kyiv and Washington, Putin’s next move remains the central unknown.
With both sides entrenched and mutual trust low, even modest progress will depend on whether Russia is prepared to trade military advantage for geopolitical stability. If Moscow refuses to engage beyond symbolic dialogue, the current peace initiative may stall leaving the battlefield, once again, to determine the contours of any future agreement.
