[Ministry Of Commerce Spokesperson Answers Questions On Adjustments To Export Control List Measures] In Accordance With Relevant Export Control Laws And Regulations, The Ministry Of Commerce Issued Announcements No. 13 And No. 21 Of 2025 On March 4 And April 4, 2025, Respectively, Adding A Total Of 31 U.S. Entities To The Export Control List, Prohibiting The Export Of Dual-use Items To Them. To Implement The Consensus Reached In The China-U.S. Kuala Lumpur Trade Consultations, China Has Decided To Suspend The Aforementioned Measures Against The 15 U.S. Entities Listed In Announcement No. 13, Effective November 10, 2025; And To Continue Suspending The Aforementioned Measures Against The 16 U.S. Entities Listed In Announcement No. 21 For Another Year. Exporters Who Wish To Export Dual-use Items To The Aforementioned Entities Should Submit An Application To The Ministry Of Commerce In Accordance With The Relevant Provisions Of The "Regulations Of The People's Republic Of China On Export Control Of Dual-Use Items." The Ministry Of Commerce Will Review The Applications In Accordance With Laws And Regulations, And Will Grant Permission If They Meet The Requirements
